The cap is the lowest of the yearly adjustment, the Social Security raise, or 5%.

Rent can go up only once every 12 months, with 60 days' notice.

Who it covers

  • Exemptions: Exempt under § 42-3502.05: federally/District-owned or subsidized housing, LIHTC units, buildings with permits issued after 1975-12-31, units added with CO after 1980-01-01, buildings of 4 or fewer units owned by up to 4 natural persons with a filed claim, certain co-ops, improvement-plan housing, vacant since 1985, diplomatic/hospital/dormitory/nonprofit transitional units. No adjustment applies where a valid written lease sets rent for its term.
