Who it covers
- Not buildings less than 23 years old.
- Covers: County-licensed residential rental units at least 23 years old (23 years old on January 1 of the 23rd year after SDAT Year Built).
- Exemptions: Newly constructed units offered for rent under 23 years; natural-person/decedent-trust owners of 2 or fewer rental units in County; regulatory-agreement income-restricted units (e.g., MPDU); substantially renovated within 23 years; licensed treatment facilities; 501(c)(3) shelters; owner-occupied group houses; religious facilities; transient lodging; ADUs; school dormitories; licensed assisted living/nursing homes. Gaithersburg, Rockville, Takoma Park, Barnesville and Laytonsville are not covered. Properties on the Troubled or At-Risk Properties Report may not raise rent until removed.
