Who it covers
- Buildings with a first certificate of occupancy on or before Dec 31, 2004.
- Covers: Residential rental units in Saint Paul with a first certificate of occupancy on or before Dec. 31, 2004. Landlords must tell prospective tenants if a unit is exempt.
- Exemptions: Government-owned units; transient hotel units; places of worship housing; licensed care facilities; Housing Support Act reimbursements; deed- or agreement-restricted affordable or subsidized housing; property with first certificate of occupancy after Dec. 31, 2004 (new construction or converted from non-residential).
