Who it covers

  • Buildings completed on or before Aug 2, 1982.
  • Buildings with 3 or more units.
  • Not buildings less than 30 years old.
  • Covers: Buildings with three or more rental units (plus certain condo/coop units); exempt: dwellings constructed and offered for rent after August 2, 1982, public housing, hotels/motels/boarding houses, and units regulated by state or federal law.
  • Exemptions: Construction/first offered for rent after Aug 2, 1982; public housing; hotels, motels, boarding houses; units regulated by state/federal law; vacant units are decontrolled until reoccupied.
