Who it covers

  • Buildings with 3 or more units.
  • Not buildings less than 30 years old.
  • Not owner-occupied buildings with 4 units or fewer.
  • Exemptions: Motels/hotels; dwellings of 2 units or less; 3-4 unit dwellings with an owner-occupant; dwellings under state or federal rent control; redevelopment-agreement dwellings (unbundling provisions only).
