Who it covers

  • Buildings with 3 or more units.
  • Not buildings less than 30 years old.
  • Not owner-occupied buildings with 4 units or fewer.
  • Covers: Dwellings with 3+ units; 3- and 4-unit buildings exempt if owner-occupied; hotels, motels, rooming houses exempt.
  • Exemptions: Hotels, motels, rooming houses; 1-2 unit buildings; owner-occupied 3-4 unit buildings; temporary decontrol for substantially rehabilitated units and new construction per N.J.S.A. 2A:42-84.2.
